As reported by Game Rant back in 2016, Bethesda head honcho Todd Howard claimed that there’s a secret terminal in Fallout 4 that no one has found and even today, its whereabouts continues to be a topic of discussion.

“Hello, Fallout 4 friends,” said Steam user DL, probably in the tone of Steve Buscemi. “I've read a few times that Todd Howard has said there's still one big secret hidden on a terminal somewhere.”
“I've done my share of Googling, but also wanted to engage with the community too. Does anyone know anything further? I love super hidden secrets! I wish more games would add this much detail.”
“The only terminal with a secret that I know he's mentioned at all, ever, is hardly a secret and was in the Institute,” Zekiran replied. “It might be good to know when the dates of ‘when' he said these things you just discovered happened, because more than likely it's just the same idea as always, main character is likely a synth with built-in VAT-like tech.”
“There was also a bit of fudge with one 'secret' that wasn't found at first because the terminal involved was technically in the game but didn't appear until a later patch (or possibly one of the DLC additions) fixed it,” added DouglasGrave.

On Reddit, globefish23 provided further details on this apparent secret that has been sending vault dwellers round the bend for years.
“That terminal does indeed exist, and it's connected to the library quest, where it requires you to use the terminal to compress data,” they explained. “The script still works, but after you receive the data, nothing else happens, so I guess it's not Todd's big secret.”
“If I recall correctly, you can use a jetpack to fly over some wall to the out-of-bounds area to use the terminal, or use commands to move the terminal back inside the library where it was supposed to be. On the desk where you find the INT bobblehead (There's a mod on Nexus which has a batch file with the correct coordinates).”
Judging by all the information above, despite the confusion, this terminal does seemingly exist. However, it may not have originally been intended to be a planned secret until Todd Howard decided that it was.
