GTA 6 launches 'no fun' modding rules with four major restrictions set in stone

Rockstar Games has launched a new modding policy covering franchises like Grand Theft Auto and Red Dead Redemption on PC.

The new modding policy sets some restrictions in place for how community members can modify the content contained within games like Grand Theft Auto V and Red Dead Redemption II.

There’s also no doubt that Rockstar is setting this up for the imminent release of GTA VI, as well as the alleged PC version that is rumoured to release a little while after the console versions launch.

New Rockstar Games modding policy affects GTA and Red Dead Redemption

In a new blog post, Rockstar has detailed these new restrictions for modders, particularly taking aim at mods which ruin player experiences while playing online or monetising content they have no legal right to lock behind a paywall.

“Respect Our Games”

These rules are centred around modifying content that appears in official storylines and playable sections within the continuity of Rockstar’s games:

• Do not expand or modify Rockstar Games' official storylines, plots, missions, characters, or other elements of our established continuity.
• Do not make mods that combine maps, locations, characters, storylines, in-game assets, or other IP from one Rockstar Games title into another title.
• Multiplayer modding is limited to Rockstar Games’ official licensed Creator Platform or else as otherwise licensed directly by Rockstar Games.
• Do not modify our games to operate on consoles, hardware devices, or other platforms where they have not been officially released by Rockstar Games.

“Do Not Infringe Rockstar Games or Third-Party IP”

These rules are based around cheats which are commonly shared in Rockstar games, particularly ones which give players an unfair advantage while playing online:

• Do not create, share, or use cheat menus or other software that interferes with Rockstar Games’ official multiplayer, online services, or licensed Creator Platform.
• Do not use Rockstar Games IP or logos to promote or otherwise suggest that your mod or custom server is endorsed by or affiliated with Rockstar Games.
• Do not use protected elements of anyone else's intellectual property in your mod, including art, characters, music, photos, games, advertisements, brands or logos, real-world locations, etc.
• Do not modify or reuse voiceover performances from any game released by Rockstar Games. Do not use any real-world person's voice, image, or likeness without written permission.

"Do Not Harm the Creator Community"

This section features protections for players from exploitation and harm, particularly those who could be made to feel vulnerable as a result of content which appears in-game:

• All mods must comply with Rockstar Games User Rules and Community Guidelines.
• We do not tolerate pornography; mods that endorse violent extremism, promote self-harm, physically threaten any other player; or mods that present a risk to minor safety.
• We do not tolerate abuse, bullying, threats, or harassment of any kind.
• Do not engage in or promote conflict roleplay or military simulations depicting real-world armed organisations.

"Do Not Engage in Unauthorised or Abusive Monetisation"

The final rule set here involves monetisation within Rockstar’s games. More specifically, players are banned from monetising their mods if they’re not permitted to outside of the Rockstar Games’ Creator Platform.

• You may only monetise your mods via digital storefront providers approved by Rockstar Games and in compliance with all applicable laws, rules, and policies. See the Creator Platform License Agreement for more information about authorised monetisation. Any other commercial exploitation of mods is prohibited.
• We do not permit mods to enable real money gambling, “loot boxes,” “gacha,” or similar chance mechanics for real money. We do not permit the offering or selling of in-game virtual currency for real money. We do not permit the use or promotion of cryptocurrency or crypto assets (e.g., “NFTs,” tokens, memecoin, or stablecoin).
• Do not make or share mods that serve as a third-party promotion, product placement, advertisement, or sponsored content.
• Do not monetize access to in-game assets, missions, DLCs, etc., created by Rockstar Games.

In reaction to this new policy, some GTA fans have voiced their disapproval of the rules, with one sharing an image which reads “no fun” allowed as a rule.

“How to kill your community 101,” reads another comment in the same thread.

“Would GTA V be as successful as it is without community mods? I don’t think so right? The mods is what keep the games alive. Sure the gameplay, story is good but eventually people gonna move on. I’m telling you, GTA VI can’t never live up to its hype,” reads a third comment.

We’ll see how things go after Grand Theft Auto VI is released for PlayStation 5 and Xbox Series X/S on November 19, 2026. It’s likely this won’t be applied too often until the game is also released on PC, though.
