
Everyone expected a particular line up from the next Avengers team, usually featuring their favourite heroes, or the ones most likely to have the power to face the threats of the MCU.
However, what we got instead is a fractured team headed up by Captain America, and the rejects of hero society as the New Avengers, also known as the Thunderbolts.
This is the subject of a Reddit post that is summed up as the user saying that we expected greatness and all we got was the New Avengers.

CombatPanoo said in their thread, “It’s also funny to me how we got an imposter New Avengers team before the actual new Avengers.”
But that’s kind of the point, it’s a world in which the Avengers don’t really exist at the moment, and the power vacuum allows for corporations to step in and try to establish something new.
“It's also funny how in-universe it's been almost 4 years after Endgame and there's still no Avengers team, one would think that after the whole Thanos thing it would be a priority,” said echo_themando.
The reply to this from Caciulacdlac is simply, “Well, there is now.”

This is the in-universe Avengers, for now. I’m sure we’ll see the forming of a proper Avengers team in Avengers: DOOMSDAY, but until then we have to make do, which is kind of the point of the post-credit scene of Thunderbolts*.
Sure, they’re not as powerful, and maybe Doctor Doom would squash them like bugs, but they’re the best we have until the heroes step up to form a team.
And they’re supposed to be the bottom of the barrel, they say it themselves during the film, so it feels like the point is being missed that, the Earth is screwed, and all that’s holding it together is a ramshackle team of misfits.
