It is not uncommon in the media for villains to look as monstrous as their actions, perhaps as a reflection of their evil heart manifested in their appearance.
However, in real life, this is not the case and an evil person is probably not going to be strolling around looking like Voldemort.
That being said, Voldemort is by far not the only villainous character in the Harry Potter series as one, seemingly-unassuming lady is still widely regarded as one of the worst in fictional history.

Professor Umbridge.
Introduced in Harry Potter and the Order of the Phoenix, Professor Umbridge arrives at Hogwarts to put a stop to Harry and Dumbledore’s claims that Voldemort has returned but her time at the school is a memorable one to say the least, cementing her as one of the worst villains in the series.

As a result, she is described as “fat”, “toad-like”, and with a “wide slack mouth”. However, this is not how she is depicted in the Order of the Phoenix movie.
Portrayed by Imelda Staunton, Umbridge is always dressed in pink, with perfectly styled hair and a sweet but sickly smirk.
However, one fan recently stumbled across some art of what Umbridge was originally described to look like in the book and it is safe to say that it is a disturbing image indeed.
“I stumbled across an illustration of Umbridge based on the book’s descriptions… I’m disturbed,” one user posted to r/harrypotter.

“I am also glad they didn’t go this way with the movies.
I personally feel that her being ugly (or in this case, friggin terrifying) doesn’t hit as much as her having the outward appearance of a kind and loving grandparent as shown in the movies.
In my opinion, doing it that way makes her character more dislikable and evil.”
However, a fellow user did not agree with this sentiment.

“I actually think this is better, and it's more how I imagined her!” They wrote.
“Imho she didn't have a grandmotherly appearance in the movies. She looked more "corporate evil with a hint of pink", there.
Here she looks like the Big Bad Wolf wearing a very bad disguise as Grandma, which is more what the books intended (in a metaphorical sense), I think.”
Regardless of which version you think is better, it is always interesting to see what the author envisioned compared to how they are portrayed on the big screen.
